Do you put the baking paper with the shiny or dull side up?

Both sides of baking paper are the same ... if you have a dull & shiny side it sounds more like luncheon paper which might not be as suitable for baking (check what the max temp is it can be heated to).

Baking paper is made by infusing silicon INTO the paper, not on to it like greaseproof, so either side works.
