The statement is... she is a unique person and not a piece of meat, and recording company exec's and those that wish to exploit her can go get stuffed (polite term inserted). it is great publicity, as the whole wide world took notice of her and the meat dress!
and I think she is very clever

Definitely clever - you need something really OTT to ensure all the publicity at the awards, but did her publishers not know what she was going to wear I wonder?

Of course they knew! Even bad publicity is publicity and although loads of people may not like it, they WILL remember it, and who wore it. Very cunning marketing.

Yes, I think it was the PR Department's idea rather than Lady Gaga's but it was a very clever idea and will not be forgotten in a hurry.
