There are a few catering companies in Wellington that do them, sorry can't remember who though (could be simply catering) or someone like that. Other ideas for your party could be mini quiche, fish goujons with dipping sauce, chicken satays on sticks, beef wrapped in bacon, Smoked salmon on blinis. All quite simple and can be done in advance.

for mini burgers I just use the "dinner rolls" from the supermarket.
