These are good and I don't see why you couldn't substitute raisins for sultanas.
MALT SULTANA BISCUITS 125 grms butter, 1½ cups flour, ¼ cup sugar, ⅓ cup sultanas, 2 tbspns condensed milk ,1 teasp baking powder, 1 tbspn malt . Preheat oven to 180o C. Cream butter and sugar, add condensed milk and malt, then dry ingredients and sultanas. Roll in small balls and flatten with a fork. Bake until light brown.
