Sweetened condensed milk is not dairy-free.
I don't have a recipe but I wonder if somehow coconut milk and Kremelta could be substituted for the usual butter and sweetened condensed milk, and the biscuits would also, of course, need to be a dairy-free version.

Make Your own Soy condensed milk. There are also biscuits out there You can use for the base.
