Re-freeze steak?

If you cook it first then you can re-freeze it.

You could. but I reckon the flavour would start to diminish.

Fresh is best.

Of course you can. The fuss is usually if you let it sit on bench for a day or something, bacteria multiplying. If it thawed in fridge, you can. A t worst you might get a bit of freezer burn. I'v done that sort of thing all my life.

Absolutely yes , if defrosted in fridge its fine
"The U. S. Dept. of Agriculture (USDA) advises: Once food is thawed in the refrigerator, it is safe to refreeze it without cooking, although there may be a loss of quality due to the moisture lost through thawing. After cooking raw foods which were previously frozen"

As long as it doesn't go over about 2 or 4 degrees, safe to refreeze.
