It won't be anything like a 'traditional' one but I would put a top crust only on it (four sheets would be enough). You'd also need to put foil over it halfway through the cooking to prevent burning.

I make it more like a quiche with the filo underneath and it works fine.

I make my B&E with filo all the time.use a few sheets and place sheets so they over lap the dish.place the ingredients into the dish then bring the filo over on the top (Bit like a blanket)

Yes B&E pie is great with filo pastry, I line the dish and add the filling then just sprinkle pieces of broken filo over the top instead of a full covering.
