Need some quick help -baking soda/powder?

Shopping day here and out of just about everything. I can substitute baking powder for baking soda and cream of tartar, but not sure of quantities of each. Making scones so probably need to get it right, anyone know?

In my $21 a week challenge book it says to mix 2 parts cream of tartar with 1 part baking soda. Hope that helps :)

my scone recipe has 2 tsp baking soda and 4 and a half tsp cream of tartar.

I've done 2 and 4, mixture looks ago, but tastes a bit fizzy, hopefully will be ok once cooked.

Is it cheaper than just buying baking powder, I find Cream of Tartar expensive
