drop smallish potatoes into lighly salted boiling water and boil 15min.
drain, pat dry and wait till cool enough to handle.
while cooling, mash 2 cloves garlic in 1/4 cup oil using pestle and mortar or small grind blender.
make deep Xwise cuts in 5mm apart on each potato taking care not to cut through them.thoroughly brush each potato with the garlic oil, making sure it gets into cuts.
cook in shallow baking dish, preheated oven 200d C for about 1 hour, brushing with more garlic at intervals

Depends on how you want to cook them? Mashed: boil potatoes in salted water until tender, drain and set aside with lid on to retain heat. Melt a good knob of salted butter in a pan over med/low heat and add finely chopped garlic, stir well and cook until light golden in colour. Set aside to cool slightly. Mash potatoes and pour over the garlic butter, stir in some heated milk or cream and mix well until desired consistency. Add freshly chopped chives and season with freshly ground black pepper.
