My DH has tried a cake made with coconut and condensed milk and other ingrediants (his workmates wife made it)... so no real list of ingrediants lol...
The workmate said it was a Philipino recipe. Im not sure on this.

Was it a slice or a cake? Was it moist and gluey or more cake-like? I just googled "Philipino coconut cake with condensed milk" and it came up with something called "Christmas Cassava Cake", which couldbe what you are looking for :-)
