Yes but only if you used fresh meat, not defrosted.

Yes you can freeze defrosted mince once it has been cooked properly.

You can as the meat has been cooked before freezing.

I cook frozen mince and always cook too much, so I freeze it in containers again for someones lunch. Have been doing it for years, not a problem. Actually I cook and freeze quite abit like that.

only if it has been thawed properly. Not many people do it correctly.
You can even re freeze uncooked meat as long as it was thawed properly, though it may loose some quality.
Key is the defrosting - most people don't defrosted meats correctly.
