can my mother add it in say the last half hour of its cooking time or should she have done it when she started it??

I add them to a bubbling hot stew about 1 hour before serving in my Crockpot, if using my slow cooker it cooks a bit hotter than the C/pot i add them about 1/2 hour before serving.
