How would I go about melting down offcuts

I think you shave the off cuts and add boiling water to the mix - I'm not sure how much water to add, but I guess add just a little until it's all mixed well, then just put into moulds

errm... well, you can melt them in hot water and turn them into liquid soap. But its pretty hard to make them in moulds and have them hard enough to use again, sorry!
