PIe crust

I am making a pepper steak pie tonight, using shortcrust for the base, and puff pastry for the top. Do I need to blind bake the base? I don't want it to go soggy, however I am picturing it being hard to stick the top onto an already cooked base, plus I don't want it to crispy.
What would you do?

I use puff for both. Don't put the filling in while it's warm - that will make the bottom soggy.
Don't let it sit (if a lot of gravy) for ages before cooking.
Put the dish lower in the oven so the oven cooks the bottom more if you find it doesn't cook as quick usually.

Cool thanks, I have never made a pie before, but so farthe trademe recipes board has never steered me wrong :) I will follow your suggestions
